The governor stated this when he paid an on-the-spot assessment visit to some flooded areas in the councils.
Bello, who lamented the loss, said it could have been avoided if residents adhered to urban development regulations.
“All these losses, both in human and property, would have been averted if our people adhered strictly to urban development regulations.
“It is glaring that most of the affected structures were on the natural flood path. We have to desist from this unwholesome practice and obey simple laws that are meant for our good,” he said.
